Internet Explorer Scroll Bar Issue

Anyone know what caused a change in the scroll bar
functionality when clicking below (or above) the slider in
IE 6? If I click just below the slider, the screen
scrolls down one page, but if you click a little further
below the slider, it scrolls two pages. This is only in
IE and not any other Windows apps. Is this a
new "Feature"?? I can't find any info on the topic.
 
This problem arises from security patch KB824145. I
don't know why Microsoft doesn't address this as there
have been several postings re this over the past 6 weeks.
To fix this, go to Control Panel->Add/Remove Programs
and select IE 824145 (the numerals may be preceded by a
letter), and remove the security patch. The scroll bar
problem should be fixed, but the vulnerability Microsoft
tried to fix will be back.
