Internet Explorer Reset

Before I asked how to fix Internet Explorer and I was informed to:
"Is IE set as the default browser? Open Control Panel> Internet Options. On
the "Program" tab, click the "Reset Web Settings" button. Also place a
check in the box next to "Internet Explorer should check to see whether it
is the default browser." Click OK to apply the settings and to close this
window.

Launch IE. It should ask if you want it to be the default browser, say yes.
Now you should be able use IE as your main browser without MSN Explorer
interfering. You can still use MSN Explorer by double clicking on an MSN
Explorer shortcut."

I have tried this but am unable to find the "Reset Web Settings" option,
although IE is now my default browser, and MSN Explorer continues to appear.
Any help?

Hi.
Sorry...
I can make IE a default browser easily (sorry about this. I guess I wasn't
too clear Lol.)
But the problem is that when I open IE, MSN Explorer pops up. Then if I
close IE MSN Explorer continues to open. And for some reason, IE also asks if
I would like it to go "online" from "offline". This also seems to affect MSN.
I tested my theory for this by uninstalling Internet Explorer, and then MSN
worked fine. But WITH IE, MSN must "repair" itself unsuccessfully (It's
problem is that the "Key ports" have failed or something like that!). Sorry
if you cannot understand what I am saying. Lol
But thanks for any help if you can provide it!
