Internet Explorer problem

Can't open the 'Internet Options' from the Tools menu. I get a restrictions alert saying:'This operation has been cancelled due to restrictions in effect on this computer. Contact your system administrator.' Can anyone help please?

You wouldn't happen to have installed Spybot Search And
Destroy,and then ticked the box to "lock" the
homepage/prevent user changes from within I.E?

If so,you will get this message each time you try to
alter a setting when I.E. is open.
To make any changes,access the internet settings via the
control panel instead/or "unlock" I.E. from within Spybot
by removing the tick next to the secure I.E. box.

Please post back if none of that is applicable.
