internet explorer print preview VERSUS print

Hi

If a web page appears differently when viewed in "print preview" VERSUS
when actually printed to paper, does this indicate an issue with the
printer/printer driver? As opposed to a problem with the underlying
html?

If this is true for all pages then it's probably the driver. If it's only
some pages it's probably the page itself, depending on exactly how it is
different.
 
To be more specific,
on a particular printer, an image with style z-index: -1
IS displayed in preview mode but
IS NOT actually printed onto paper

Is that a fault with the page or the printer driver?
