Internet Explorer - One Window at a time...

I am trying to trouble shoot a friend of mine's PC. The
problem is that he can only have one IE window open. When
he tries to launch a second window, he gets an "error
window" to send Microsoft a "report", and then IE shuts
down. we tried "System Restore" and uninstalling IE and
reinstalling it. Nothing seems to fix this problem. Any
help or suggestions would be appreciated.

To test with: Disable third-party browser extensions in Internet Explorer
1. Click Start, point to Settings, and then click Control Panel.
2. Double-click Internet Options.
3. Click the Advanced tab.
4. Under Browsing, clear the Enable third-party browser extensions (requires restart) check box.
5. Restart Internet Explorer.
