Internet explorer doesn't end

I have a Windows XP desktop that frequently experiences a
problem with the process "iexplore". After closing the
internet explorer application, the process remains active
and burns up all the available processor time, so the cpu
is running 100%. This makes the computer very slow or
unresponsive when any other program is run.

What causes the process to jam, and how can I fix it.

The same situation exists in Win98. Get Process Explorer.

Close IE and if you look with this free app, you can see another IE still
open. This app lets you kill anything running that you don't want running.
It's handy too if a program freezes you can kill it instead of having to
reboot.
