"Internet Explorer Damaged" - how to repair?

The machine is XP Home all windows updates applied. The setup was
working fine until a day when some websites could not be accessed
"cookies must be activated" was the message, or something similar. The
privacy setting at that time was set to "medium". Moving the slider
down to accept all didnt help. Deleting all temp internet files didnt
help either, deleting all cookies didnt help either. The is no anti
virus of firewall progs controling cookies. The Norton antivirus is up
to date and the computer scanned and nothing found.

What I did find though is that in the "Downloaded Program Files"
folder (used for ActiveX applets) there is an entry that lists
"Internet Explorer" and under status is says "damaged". What is this?
I havent seen it on any other XP machine. Can it just be deleted or
does this mean a reinstall of XP?

Any help or ideas would be gratefully appreciated

Generally you can delete any or all files under Downloaded Program Files.
These files are downloaded from a web site that you visit that needs a
program file on your computer to function. For example, Symantec Technical
Support will download a program file needed for their support wizard. If
you ever need a downloaded program file that you delete, the file will just
be downloaded again. Most of these files are small. However, if you have a
large file and a slow connection, you may want to not delete the downloaded
program file as long as its status is "Online".

I do not know. It came from some web site your visited. The Windows
Internet Explorer file name is: iexplore.exe,
