Internet explorer cannot open in desktop

i recently went to add/remove programs and deleted a couple of files . Now i
can't open internet explorer on the desktop. It shows the "cannot find
server" I tried to reinstall the IE but that doesnt work. I have been using
netscape and that seems to work out fine. Also i can open internet explorer
when i go to Start, Search, Favorites. But besides that it seems like i
can't open it anywhere else......

Can you open it from the Control Panel?
Open the Explorer folder, drag the icon to the desktop and create a new
shortcut...see if that works
It is in a folder similar to this:
C:\Program Files\Internet Explorer
