Type "Control Inetcpl.cpl" in the RUN box and access the Internet Options.
BTW, please post the error message as well. Also, read the note below if it applies in your case:

----------------------------------------------------
When you click the Internet Explorer icon, window may flash a second and quits. Or, it may show an Error-Reporting dialog. This may be due to a malware Browser Helper Object which causes Internet Explorer process to terminate. If you see the Error-Reporting dialog, click "to see what data this report contains" and identify the Module Name causing this error.
Temporary solution is to disable third-party browser extensions in Internet Explorer and enable IE functionality:
1. Click Start, Run, type Control Inetcpl.cpl
2. Click the Advanced tab.
3. Under Browsing, clear the Enable third-party browser extensions
(requires restart) check box.
4. Restart Internet Explorer.
*Then, you need to eliminate the malware*.

Can somebody tell me how to clear my Internet Explorer
Browser Cache without going through IE? I'm unable to open
IE 6, due to some sort of error, and I need to clear the
cache so that I can restart set-up, but I can't do it
through IE. Thanks.
