Internet Explorer Automatically Starts on Startup

Hello, I am having troubles with my Internet Explorer.
When my computer starts up, IE starts up automatically.
Since Windows 2000 does not have a msconfig utility (or is
it named something else now?), I cannot turn off this
feature. I need information for disabling IE upon startup
which will not affect the overall operation of IE.
