HELP! Can't stop folders from reopening on startup under Win2k!

I just installed Windows 2000 Professional today, and as a *default
behaviour*,
this OS keeps automatically reopening any last used windows upon
startup (ie. Explorer,
file folder windows, Control Panel, but not program windows). Well I
dont like that, so
I thought it was a simple "switch" I needed to uncheck to have the OS
stop opening up
windows that were last open. No way! I've spent more time trying to
stop this behaviour than it took me to format the drive, install the
OS, networking and a cluster of programs. I
did a lot of research and couldnt find a single answer that worked.
Here's what I've tried!!:

Configuration fixes:
-------------------
Tried unchecking "Restore folders upon startup" in the Folder OPtions
menu. There IS no such switch under Win2K Pro!


Registry Fixes:
---------------

- Checked all keys for unusual or null values ("") in various settings
under HKCU (\Software\Microsoft\Windows\CurrentVersion\Explorer &
Advanced)
and the equivalent versions under HKLM and
\Software\Microsoft\Windows\WindowsNT\Windows).

- Added these values:

"PersistBrowsers"=0
located
atHKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced

SeparateProcess=0

located atHKCU &
HKLM\Software\Microsoft\Windows\CurrentVersion\Explorer\& Advanced

DesktopProcess=0

located atHKCU & HKLM
\Software\Microsoft\Windows\CurrentVersion\Explorer\ & Advanced


- Used "Codestuff Starter" to check all start entries, and I even
manually
checked every key in my registry that had the word "run" in it! No null
or unusual entries.

- Checked Win.ini & system.ini


MS KnowledgeBase:

Checked this MS article which keeps being referred to as a solution,
but its only for those who have the System32 folder popping up!:

None of the solutions apply to all last used windows popping up.

Startup Folder

Its empty and cant be deleted.


Viruses:
==========
New installation. Not a virus problem!


Some other miscellaneous efforts:
=================================

- Turned off active desktop.
- Prayed to Bill Gates for a successful 3rd quarter.

Nothing worked, damn folders still keep popping up every time I log
back in to my desktop!

The problem got fixed after I installed Internet Explorer 6 (SP1) (W2K
comes
with 5.0 by default). Yah, THAT was obvious!!

Man, what I wouldn't give to kick Bill Gates in the ass at this
point...

Simple solution: close all Explorer windows before you log off. ;^>
