We were trying to telnet through I.E. to a site using
https://address/name keeps coming back saying can not
display. But I can telnet through the command prompt is
there a seting in I.E. 6.0 that turns this capability off.

try another browser,like Avant browser,it's free from

put avant in the search and download it,It's got every
option that 6.0 has and more!If you don't like it
add/remove will take it out.
