Internet Connection Sharing Issue - Error 2

Something - that dreaded unknown something happened a little while ago that
knocked out my ICS. I have tried all manner of things including uninstalling
the Networking Services and re-installing them but to no avail. When I enable
ICS (Yes I have made the right choices and read all the dcs I can find), I
get the following error: Cannot enable shared access. Error 2. The system
cannot find the file specified. I am at my wits end. Can someone please help.

if all else fails and nobody comes up with a specifig solution,
the next thing I'd do is a repair installation of Windows XP, in
the hope that that would reinstate the missing file, if indeed a
file is missing.

First take the usual precautions, scan for viruses, check the
disk, etc.

Then boot from a full retail Windows XP installation CD, first
select to install Windows XP, only then select to repair the
existing installation, which it should display and let you
select.

After successfully doing that, install Service Pack 2.
