Internet connection problem

I have a long standing intermittent, but frequently happening, delay
in loading Web sites. For example, if I am on a particular site and
REFRESH a number of times, the load time may vary from 4 sec to a
minute and may eventually time out. This appears to have nothing to do
with Internet conditions - once a site hasloaded, I can download
information without a problem. Sometimes the problem "goes away" for a
while and I will get consistent reload times of about 4 Sec (on that
particular site). AFIK, the problem does not manifest with load times
LT 2 Sec. That is, if the load/reload time is LT 2 sec, it will be
consistent.

EVENT VIEWER shows a warning when this problem happens. Most of the
warnings are as shown below but a few list a different "User".
"User: NT AUTHORITY \SYSTEM
Description: Windows saved Owner registry while an application or
service wasstill being used during log off - - -. This is often caused
by services running in a user account, try configuring the services to
run in either the LocalService or NetworkService account."

The Help and Support Center did not point me to anything that I could
do to resolve this and I was unable to find out how to reconfigure the
services as mentioned above.

My computer is a HP P4 2.8 512 with an Intel multithred CPU.
Present connection to the Internet is DSL thru a ZOOM NAT router/modem
using Ethernet to connect to the ZOOM. I use Kaspersky s/w firewall
and Kaspersky a/v. The OS is XP-2 Home with all updates installed. I
regularly check for Ad/Mal ware using several programs. All seems OK.

Additional Info:
1- The problem has persisted thru a re-installation of the OS
using the HP System Restore.
2- Happens w/ and w/o the router.
3- Happens w/ and w/o the s/w firewall
4- Happens w/and w/o the AV
5- Happens when the 1394 Net Adapter is given a TCP/IP and when
it is set to obtain it automatically.
6- Happens in SAFE mode with networking.
7- Happen w/ and w/o using TREEWALK local DNS server.
8- Happens when the site IP is used as the addy
9- Happens when accessing NGs using AGENT.
10- Everything else works perfectly. Only connection to Internet
sites is a problem.

Any ideas about resolving this problem will be appreciated.

Based on your description, I would look at your modem and/or phone line
(errors or frequent retraining).

Thanks for your suggestion Frank.
The problem does not change w/ changing modems. The S:N varies between
13 and 19 dB depending on when I happen to be looking at it and the
connection is solid. Once connected, 50M downloads go smoothly without
pause.

Any more ideas ?
