Internet connection hangs with new install

Hi folks,
I have just installed windows 2000 on a fresh install on
a HP computer. I have had the same problem twice (ie two
fresh installs) - for some reason, after an initial
period of no problems, the following happens when an
internet connection (dialup only - I don't have
broadband) is made:
1. The mouse instantly slows, and the mouse cursor lags
behind the actual movement.
2. The internet connection hangs.

I only have Windows, and Symantec Internet Security 3 on
the computer. When I did the first install, I dumbly
logged straight onto the internet after installing
WIndows2000, to download service packs etc. A few minutes
were fine, but then this problem surfaced, and I was
unable to continue any further updating. Thinking I had
allowed a virus or something in, I formatted and started
again. Installed Windows2000, then before connecting,
installed Symantec Internet Security, cranked security up
to high, THEN connected and downloaded service packs /
patches / updates for both Windows and Symantec. All
appeared to be working fine, but then, and I think it was
after download the very last 20meg update of Symantec
patches, the same issue ocurred again - now as soon as I
connect to internet, the mouse slows, and internet
connection hangs.
Any ideas? Is this virus-like, or is it bug-like? Please
help!!!

Try disabling Nortons Security and see what happens.........If it works
fine you have your answer.......Try ZoneAlarm, it's a 1000x better.
 
Take a look in Task Manager for "interesting" additions, and to see if a
process is hogging the CPU.
