Internet connection cut off once I open IE

I have a serious problem in connecting to Internet. The connection will be cut off once I open my Outlook or IE. I have downloaded all the window security update but the problem stille exist. However, when I run my full scan (Antivirus), even with no virus found, I have no problem in accessing Internet after that. But the problem come back again after I restart the computer. Please help me. Thanks a lot.
