Internet auto connection

I have dialup service. When I open Outlook Express or Internet Explorer,
after clicking "Connect" from the dialup connection window, a window comes up
saying "You are currently working offline. Click here to connect". The
taskbar icon says I AM connected already. The only way I can get online is to
open a new mail message or type a web address or click "Connect". Once the
dialup connection is made, shouldn't OE or IE automatically load when opened?

Open IE and go to Tools, Internet Options,

Now click on a tab called Connections.
There are three radio buttons here. Select the middle one which says
"Dial whenever a network connection is not present"

Let us know if this works.

thanks for your reply. I will recheck my settings and try this. The problem,
tho', is not making the network connection... that works fine (according to
the SysTray icon, I AM connected). Once the connection is made, however, I
would think OE or IE should automatically recognize that and open the mail
program or website. (ie. doubleclick the IE desktop icon and then the
computer automatically dials up - using whatever dialing rules I have set,
like remember password etc. - and opens the homepage)

As you've already observed, it's not your network connection that is the
issue, but whether OE thinks it's in offline mode or online mode.

This is controlled by the DWORD registry key "GlobalUserOffline", which has
a value 1 when offline and 0 when online, at

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings
(start > run > regedit)

So you could change that key programmatically, if it bugs you.
