Internet access programs Not responding

I have two user ids in Windows XP. One of them any program that requires
access to the internet via cable modem results in "Not responding". Error
reports are unable to be displayed and I have no clue how to fix. Ideas? I
have run virus scans and adware scans. Nothing found.

Dell Dimension 2400 768MB RAM

Watched the following appear as I was logging off the trouble user ID. These

I know I missed a few items along the way. This User ID is extremely slow
and wil not allow any access to Internet. Internet Explorer will not even
open anymore.
