Internal modem on notebook causing lockups

I have a Toshiba Satellite with an internal modem and have been having
intermitting lockup issues with it.
When the modem is disable there are no lockup issues. When it is
enable it intermitting locks up the notebook and does this on startup
aswell. Other times it will work fine for days with no problems.
There are no resource, IRQ conflicts.
I have tried the latest drivers and rolled back to other versions and
it made no difference.

What would be the best way to trouble shoot this issue?

What could be the possible causes?

Could it be the order in which device drivers are loaded at startup
etc?

Lockups are usually the result of interrupt conflicts. If this
was my machine then I would instruct the BIOS to move
one interrupt outside the plug & play range. I would then
modify the resources for the modem driver so that it uses
this particular interrupt.
