Intel D865GLC/D865PESO mobo pc will not start

I'm building two PCs with the D865GLC/D865PESO motherboard

3e GHz (3.0) Prescott (hyper threading) Pentium 4 processor with two
sticks each of (Intel approved) Kingston KVR400X64C3A/512 512MB RAM.

Both PCs (with different 400W power supplies) behave the exact same
way, no matter what: The system powers up, the fans spin, the
harddrive spins... but nothing else happens. No system beeps, no
video, no nothing.

I've already tried the first block's suggestions from here:

This motherboard can run RAM in parallel (which is why each box has
two sticks) and I've tried every permutation of those, with and
without the matching stick.

I've tried with and without an external (versus onboard) AGP video,
with and without the Floppy drive, and harddrives and CD drives...

At first one of them would only power itself on then turn off after a
split second, so I reseated the processor and after that the PC would
power on and stay on.

Right now I'd be happy getting to the BIOS, heck I'd be happy with a
damn post-test! The only things connected to the motherboard at this
point are the two power supply connectors (per ATX12V specs) and..
well.. that's it! I tried taking out the RAM alltogether and still no
action. I removed the floppy and hard drives, the external sound and
video cards, all of the wires to the motherboard except the POWER_SW
wire... you name it, it's removed!

I can't find ANYTHING useful about the D865PESO. The only info I've
found at all has been for the D865GLC, and according to this page:

(which only lists the D865GLC not the D865PESO, so maybe it's
nothing... but...) it says "The following motherboard revisions
support this processor." Where my motherboard version is C28903-402
and for the GLC the "or better" version is "C28903-405". Like I said,
this is for the GLC not the PESO but I couldn't find an equivalent
page for the PESO.

There's nothing left that I can think to do! I've even pulled the
battery, reseated the power connectors to the motherboard, and for the
heck of it set the BIOS CONFIG jumper from Normal to Recovery and then
Configure... just in case! No good, of course ;)

Any clues? Any ideas?! HEEELP!

You mean you verified that your motherboard rev level and BIOS fit the
table as compatible with the processor?

Apparently, the 3E GHz processor is not supported by your motherboard(s).

You have two motherboards; one is the D865GLC and the other is the
D865PESO?

You have given one AA number (C28903-402). This AA number indicates a
D865GLC board. The D865GLC support page is at:
http://support.intel.com/support/motherboards/desktop/d865glc/index.htm

A Supported Processors link is listed on the D865GLC support page:
http://developer.intel.com/design/motherbd/lc/lc_proc.htm

The above page lists different processors, and tells which motherboard
versions and revisions are required for each processor. The first six
characters of the AA numbers indicate a board version; the last three,
after the hyphen, indicate the revision of the that version. Your board
board version, C28903 is listed, but it says revision -405 or later is
required to support the 3E GHz processor. So, your revision, -402, does
not support the 3E GHz processor.

You haven't posted the AA number from the D865PESO. But, I suspect you
also have an older revision of the D865PESO that does not support the 3E
GHz processor.

Yep, interestingly these guys actually sold me a motherboard that
wasn't compatible with the processor they sold me. Nice. The
motherboards though aren't different, they actually say
"D865GLC/D865PESO" right on the board. Maybe that means that the board
itself doesn't know which type it is, as the different is add-ons like
built-in ethernet/video/audio/etc.

Anyway, thanks for the info! I took the motherboards back and got,
IIRC, D865GLCL boards. Now currently typing this message on my new PC!

The D865GLC and D865PESO do look alike. But, the D865GLC is based on the 865G
chipset which includes an integrated graphics controller. The D865PESO is
based on the 865PE chipset which doesn't have integrated video.

Was this "D865GLC/D865PESO" printed directly on the board? If so, it's
probably because the same PCB's were used for both board models. The actual
motherboard model should have been printed on a sticker.
