InstallShield Scripting Error

I am trying to upgrade my handheld blackberry and I
recieve the error 1607: Unable to Install InstallShield
Scripting Runtime Error. I tried to reinstall service
pack 3 but it did not help and I cannot run service pack
4. What can I do?

The InstallShield Scripting Runtime component is a 3rd party program..
