InstallShield misplaces shortcut in ppc 2003

Hi,
Installshield misplaces the shortcut in ppc 2003. I set it to be placed in
\Windows\Startmenu, but it gets placed in \Windows\Startmenu\Programs. This
occures on Pocket PC 2003, but not on 2002.

Any ideas?

I think there is a limit to the number of items on the startmenu, so you'd
probably need to remove another item before you can add your own.
