I am wanting to purchase a new tower. They can be bought without windows. I
have a copy of Windows XP that I purchased for the old tower. Can I install
the windows that I have on the new tower or will I be forced to buy another
copy of Windows?

If you retire the old PC, & the XP is a Retail Product, then you can
transfer it to the new system. You'll probably want to run the Files
and Settings Transfer tool to capture your data/settings to move to
the new system or backup your data to removable media.
