Installing Webcam

When I try to install my webcam(quickcam express) I keep getting the message
"Class Installer denies request to install..." It appears to install but
when I carry out the test it is just a black screen and following
instructions does not fix it. It was previously installed on my computer but
I uninstalled it few months ago. So it did work then Any help please. Thanks

Are you logged on as administrator, or user account with admin priviledges?
