webcam installation fails

I bought a cheap "single Chip" webcam and when attempting to install the
drivers the program (which is called "207.exe") simply hangs in the taskbar
and will not complete the installation.
I tried plugging in the webcam to try and get the drivers to download from
the Internet but that option doesn't appear?!
If I could restore the option to "look for drivers on the Internet" I am
confident it would work OK.
Any help/advice greatly appreciated.

No there is nothing behind, as I said it just sits in the taskbar - clicking
it does nothing!
