Installing Russian Windows XP Pro

I purchased Russian Windows XP Pro so I can complete the work on a project
developed for a Russian company. When it asks for the Product Key, I am faced
with a Product Key that has English characters and a keyboard that will only
produce Russian characters.

What I have tried:
1. Copy all the files off the Russian Windows XP CD, create a WINNT.SIF
file, add the product code to the WINNT.SIF file, burn a new install CD with
the new WINNT.SIF file and re-run the install. Works great right up to the
Product Key. It's there in the window just like the tag that came with the
software, but I get a message (in Russian, of course) saying that it's
invalid).

2. Type the Product Key in the window from an American keyboard (shows
Russian characters) using the American letters. Invalid Product Key.

3. Attempt to transliterate the English characters to the Russian
equivalent. Works for most letters, but there is no Russian equivalent to the
Q.

4. Search the Internet far and wide. No help.

5. Search the Microsoft Support Site. Very little help, but great
information on MUI.

6. Leave a message here.

I am pretty confident that I am missing something that any Russian developer
would instinctively know.

It is a mistake, really. You _can_ use US English Windows XP -
just make it "Russian" on _system level_ - it takes 1 minute to
make Cyrillic your System Code Page and then your Windows
*functionally* is exactly the same as Russian XP -
the only difference is in the stuff NOT related to functionality -
Russian Windows has _localized interface_, that is, say the word
on "Start" button will be a Russian one and all Windows messages
are in Russian - that's it, just a strings translation...

Anyway, if you still want to install that Russian XP
(do you know Russian enough to deal with all system messages,
menu options of Windows Explorer, icons text, etc. etc. in Russian?):

try to use the following to switch keyboard input mode
between Russian and English:
When it asks for the Product Key, I am faced
with a Product Key that has English characters and a keyboard that will only
produce Russian characters.

Ctrl+Left Shift (to English)
Ctrl+Right Shift (to Russian)
