Installing programs

I have been getting errors installing programs, well I really cant install
anything that requires c:\programdata folder. Heres an example:

I'm installing an HP priogram, and I get the following error...

Fatal Error during installation.

The installer has insufficient privileges to modify this file:
c:\ProgramData\HP\Digital Imaging\Data\hpqd_cul.dll.
------------------------------------------------------------------------------
I have tried to install this also as Administrator, no luck!
This is not a HP issue since I'm getting this on other installs too.

That is a Hidden, Read Only folder and should not be accessed by installers.
You should not install old HP or any other old incompatible software on
vista. Just install the vista driver--if available on the HP site or included
with vista-- and skip the software. My old HP printer works well without the
software and is much less annoying.
 
Something happened to my Vista because it NOT only happens to this HP vista
compatable program, but my Anti-virus stopped working because it could not
write to log files under that folder, I had to direct the logs to a folder
OUTSIDE of c:\ProgramData. I'm happt AVG allowed this. I need to get rights
back so I may install more programs. It seems like Vista LOCKED me out of
this folder. Gotta love it. Suggestions?
