Installing programs on client machines

I have users that do not have admin right to install programs. If I install
a program as the administrator and then login as the user. The program seems
to be trying to install again but it cant because the user doesn't have the
rights.

How can I install programs as the administrator and have them work when the
users logon?

Give the user temp admin permissions, then after opening the program for
the first time, remove the admin permissions and put them back to user
permissions.
