Installing Outlook2000 on my MS Xp Home, Installer error messg.

Help! Purchased Outlook 2000 (with Key) and get an Installer error message
when trying to install on my Windows Xp Home system. I need this to sync
contacts list with my Ipaq. It loads ok on my lapdtop. Appreciate your
assistance.---Ed

Dear AR,
The message I get is"Windows installer service could not be accessed.This
can occur if running windows in SAFE mode or if windows installer is not
correctly installed".
I followed HELP instructions to turn off safe mode and to start windows
normaly. I then tried again to load with out success. I checked and am
running Windows Servicve Pack 1??? Could this be the problem?
