Installing new fonts

When trying to install two new fonts, I keep getting the message, "[name of
font] is currently being used and cannot be replaced. Wait until Windows is
finished using the file and then try again."
I have nothing open except the Control Panel. ???

Try to copy the new fonts to your fonts folder, and see if they work. Note:
Don't delete any fonts already installed in the folder
 
I get the same message, whether I try to drop and drag into the Fonts folder,
or I use the install procedure through Control Panel.
