installing .net framework w/no internet access

I want to install the .net framework on a server with no internet access.

dotnetfx.exe requires internet access
Can the framework be installed from a client to the server or is there
another selfcontained file that can be downloaded and copied to the server
for installation.

dotnetfx.exe does not require internet access to install.

Download the file, write it to a CD and install it on the machine simply by
executing the file.

for the file.
