Installing *.MSI

I have downloaded a file (Piclenspublisher) that has an MSI suffix. It does
not install by double-clicking.
What needs be done to get it to do it?

Try right-clicking on it and select "Install".

when I do that I get:
"This installation package could not be opened.
Contact the application vendor to verify that this is
a valid Windows installer package."

Found another route to install directly from vendor's site.
