Installing fonts is grey

New Win2k on service pack 3 will not see additional fonts.

Windows 2000 will not recognize new true type fonts that
I copy pasted into the fonts folder.
On this machine the "install fonts" on the pull down menu
is grey. On my old machine, with Windows 2000, the
"install fonts" is black, plus the old system sees all
the additional fonts I installed.
I am logged in as the administrator.
Is there a super secret switch?

TweakUI has a Repair Fonts folder option (under the Repair Tab):
