Installing downloads for multiple accounts

I'm sure I'm being a right muppet and missing something obvious, but I just
don't know what. The problem is that I have a pc (XP Home OS) with four
accounts on, and usually a downloaded program is accessible to all four, yet
sometimes a program will only be accessable to the account that downloaded
it. After this first happened I double-checked the installation location
(usually C\program files), which doesn't alter, but still programs seem to
make up their own minds as to how many accounts they are accessable to. Any
ideas please?

As you say, the programs make up their own minds to which
accounts they are accessible. The restriction is caused by
poor programming. You can fix it by moving the respective
shortcuts from
c:\Documents and Settings\juscruisin\Desktop to
c:\Documents and Settings\All Users\Desktop

Many thanks for this Pegasus. I knew there had to be a simple solution, but I'd looked at it for so long that i ended up confusing myself!
