Installing Devices Drivers that are not already in the OS as a Power User

How can you enable a User that is a Member of the power
users to all a device that is new and does not already
have the drivers built into the OS?

Note: All of our users are in the power users group on
there systems I am mainly concerned with granting these
users the ability to install printers. I have been able
to grant them permissions to add any printer that has the
drivers built into the OS (Signed and Unsigned) But for
the new printers out there (Example HP DeskJet 5550) in
which the drivers are not in the OS. If one of my users
plug one of these printers into there system they are
prompted that "You must be a member of the Administrative
group on the computer to install this hardware:
hpdeskjet5550"

Not sure on this but maybe:
Start the Local Security Policy snap-in: secpol.msc from Start, Run.
Local Policies, User Rights Assignment.
Load and Unload Device Drivers. Add the group or user.
