Installing chines programs???

How do I install chinese software... I have SImcity 4 but the dvd is chinese
and so windows wont recognise the file names not ex. setip.exe but ?????.???
and windows wont recognise the file types to run programs on the cd. If I
copy them to HDisk and rename the files, then it works, but I cant do that
with every file???
please I desperately need help???
