how do I find out if my pc(HP pavillion 520c, winxp)
supports cable select and do i neet to use the jumper
shunts?

You could check the settings in the CMOS setup as this is supported by
the BIOS and not by the hardware itself. There should not be a problem
to set up the HDDs with the jumpers if Cable select is not available.
Instructions about how to set the jumpers are found on the HDD's
chassis usually.
