Installer Problem

I ahev been rebuilding my XP operating systems after a registry meltdown. At
this I'm trying to reload my applications software. I am getting a Windows
Installer is missing or corrupted. See you administrator. I've tried two
different solutions from the MS website to no effect. Any suggestions?
 
If its corrupt,and even if it isnt,thiers a installer update to 3.1,try
search
at microsoft,type:893803
