installer (msiexec.exe) will not stop

When I try to install or uninstall programs, I get this message:


..........Another installation is already in progress, Complete that
installation before proceeding with this install.

I've tried to manually shut it down through task manager but it opens
right back up. Can I fix this without a complete re-install of windows?
please help
