Add Remove Programs ERROR 1704

Can somebody tell me why I can Install or uninstall anything? I am trying to
uninstall WinDbg and it keeps giving me ERROR. Saying A previous Installation
for this product is in progress. You Must Undo the changes made by that
installation to continue. Do you want to undo those changes?" And I click
YES than I get gathering information, then Installer Stopped Prematurely. I
click OK then I get Fatal Error during Installation.

So I tried to uninstall PerfectDisk and the same thing happens!!

Also I have been getting msiexec.exe errors when I boot up.

I tried to download a program that said it would fix msiexe.exe errors but
I get the that same thing about a previous version of Windbg, and I must undo
those changes. Can anyone tell me what is wrong?

Reboot your machine and try to uninstall/install any programs, does it help?

Run a thorough scan by doing the following steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

Run disk clean up on your drives.

Thanks Alot, but I think I got it fixed. I kept searching the Internet and
found that Microsoft had a Hotfix for the Windows Installer. First I disabled
DEP on the Installer, then I got the msiecex or whatever error, so I kept
searching and found the hotfix and it worked. I was finally able to uninstall
what I wanted and install new drivers.
