Installed Windows Update now can't boot up machine

My father-in-law installed one of the Windows system
updates he gets when he is online and once complete he
shut down the machine to reboot. He now cannot boot back
up. He comes to a menu that gives him options of starting
Windows in safe mode, ultra safe mode and re-install last
successful system configurations. He has tried all of the
options and the machine just keeps shutting down every
thirty seconds. What might be the problem?

If none of the other boot options work, perform a Repair Installation:
