Installed New Hard Drive

My old hard drive was beginning to fail. I purchased new
hard drive (Maxtor) and used the maxtor software to copy
the entire hard drive partition from old hard drive to new
hard drive. Everything copied except for the pagefile.sys
file. Now when I startup the computer, I get an error
about the page file (Virtual Memory). It tells me that I
need to enable to Virutual Memory but it will not boot up
into Windows to let me do this. I even tried going into
Safe Mode but I get the same error. I am at the logon
screen. I enter password, I get error message, then it
takes me back to the logon screen.
