I need to reinstall XP pro x32, but I only have a x64 license key. Is this
possible?

Do not install Win 64 on 32bit platforms. Period.
What you can do is a downgrade. Call MS suport center for futher info.
from EULA
"If you acquire PCs licensed for Windows XP Professional, then you are
licensed to use identified previous versions of Windows Operating System
Product(s) in lieu of Windows XP Professional (Microsoft® Windows® 2000
Professional, Microsoft® Windows NT® 4.0 or Microsoft® Windows® 98 (Second
Edition)."

No. You need a Product Key for a 32-bit version of Windows XP.

I should be able to do this since I have a license to run Windows XP
professional. What license provision would I be violatng?

You have a license for the 64-bit version, not the 32-bit version.
The 32-bit version Windows XP CD will not accept a 64-bit version
Product key.

Visit a store that sells computer software and purchase a "Full Version"
of Windows XP Professional that comes in a sealed, pretty blue box.

No, you have to use the correct Product Key for the specific type
of license you own.

Product Keys are bound to the specific type and language of
CD/license (OEM, Volume, retail, full, or Upgrade) with which they are
purchased. For example, a WinXP Home OEM Product Key won't work for any
retail version of WinXP Home, or for any version of WinXP Pro, and vice
versa. An upgrade's Product Key cannot be used with a full version CD,
and vice versa. An OEM Product Key will not work to install a retail
product. An Italian Product Key will not work with an English CD.
Bottom line: Product Keys and CD types cannot be mixed & matched.

Why not? I mean, other that the fact that it would be impossible to do
so? Not to mention that the admonition has nothin to do with the OP's
question.
