Why can't you use an XP cd? Are you trying to install over a network? Is
this a computer that has been retired by your company? Does it not have a
cd drive?
Please give details about your computer and the specifics of the edition of
XP you are trying to install.
Normally you would boot with the media and delete the old partition, create
a new one, format, and continue with Setup.
Restart and go into the BIOS. Set the BIOS to boot from the CD. Restart
after saving BIOS settings. You will now be booting from the XP CD. You're
installing XP on a box with Windows Server 2003?
