install sp4 over sp2 in windows 2000

Do I have to uninstall a previous service pack (sp2 for example) before
installing sp4 on windows 2000?

In the case you responded positively to the first question, if I didn't
choose to backup files when I installed SP2, will it still be possible to
uninstall sp2 with add/remove programs ?

No, if you run the SP4 update it'll upgrade all the required files over
the current level
