Clean format and install, copy files, goes to splash screen, then
reboots, splash screen, around in circle. Run Mem Check program,
memory's ok. Hard drive doesn't show any errors. Any Ideas?

Are you by any chance hitting a key to boot from the CD each time the
system tries to restart? You should do this the very first time you
boot the computer, only.

Most likely, yes.

Start with testing the RAM. You might try MemTest86:
http://www.memtest86.com/ It's free. Then you can download and use
Maxtor's hard drive diagnostic utility to test the hard drive. If both
RAM and hard drive test out clean, check with the motherboard
manufacturer for any diagnostic utilities.
