Install printer as non-admin user?

Greetings. Does anyone know of a registry hack or software package
that will allow a non-admin, non-power-user user to install a local
printer in Windows XP pro? I've tried all the related settings in
group policy and none of them work. I've also tried XP Protector and
Policy Maker Pro to no avail. Any help is much appreciated. Thanks,

Thanks for your quick response. You MVPs are wonderful. It appears
from all my research that what I want is impossible, because certain
user privileges are hard-wired into the OS. If I put these users in
the power users group, is it possible to prevent them from installing
software?
