Install Outlook 2002 Security Patch Without Office XP Installed?

We have a situation where a system has Office 2000 installed, but
Outlook 2002 has been installed in place of Outlook 2000. There
are some security patches for Outlook 2002 from 2006 that need to
be installed, but according to the KB articles the security
patches require that Office XP be installed. Downloading the
patches and installing says that they are installed but
inspection of the DLLs that should have been updated shows that
they were not updated. Any suggestions on how the security
patches can be applied without Office XP being installed?
Upgrading to Office XP/2003 or later is not an option (don't
bother to ask why). If no mechanism is available to patch
Outlook 2002 under these circumstances, I suspect that it will
have to be replaced with Outlook 2000.

Update?
Or maybe you've done that?

Actually, we haven't done that because it is also not an option
(the workstations in the involved system don't have the
capability to connect to Windows/Office Update). Attempting to
use a workstation that was able to connect to Windows/Office
Update would then require that a large number of workstations
that are geographically dispersed would have to be rebuilt,
assuming that Windows/Office Update did provide a patch.
