a SCSI addapter is apparently new. i have not upgraded my laptop or any thing
when i try to install it it doesnt work. what can i do
if more info needed post what you want

Because its new doesnt mean its not failed, seek advice from the adapter
manufacturer / supplier

i dont know the manufacturer of the addapter but i do of the laptop should i
contact them

No, its the adapter that is the cause, and if there is no manufacturer name
on that adapter or its packaging then how do you know its winxp compatible?
Try it on another PC

i know it is conpatiple because it was in the laptop when i bought it

Contact the laptop manufacturer for help on this. I my opinion, this
is not a "true" SCSI adapter. I have yet seen a laptop that comes
with a built-in SCSI adapter. This might be a SATA (Serial ATA)
controller card that either is misconfigured in the BIOS or lost the
Windows driver.

As with XP, any drive controller card that requires a driver to be
installed, these would normally be place in the SCSI section of Device
Manager.
