I just hooked up a floppy drive into my computer. However, the computer
doesn't recognize the new hardware.

Is it enabled in BIOS.. check that first.. did you cable it correctly?.. it
is easy to get to get the cable wrong way up at the drive end.. have you
used both ends of the cable, and not the middle connector?..

How do you enable the BIOS?
The cable is in correctly and I used both ends.

Laptop? Desktop? External floppy drive or internal floppy drive.

Details please for a good answer - without all the beating around the bush
to extract what is necessary to help you!

F2 to go into Dell's Setup. Make sure the floppy is enabled and visible
in the BIOS. If it is not and you have indeed correctly connected it
with the ribbon cable and the power connector (and it won't hurt to
reseat these items), then try a different floppy drive.
